Just hit "mode" and "set" at the same time for a couple seconds. You'll see "off" or "1-5". Off is backlighting turned on/off, the 1-5 is backlight intensity which your can adjust up or down with either button on the gauge. I leave every gauge on 5 that I come across, no reason to turn it off.

I believe that should be venting overboard from your vst or the charcoal canister. You should have 2 of those filters. Ones "in-line" before the vst and actually passes fuel, the other is a vent overboard, should be 3 tiny check valves that control if your vst float gets stuck, than it will vent...

Manually trip the float switch by hand and I bet you it pumps at full force. I see it all the time on brand new boats. Your float is getting power directly from the battery and should have an inline 5-7.5 amp fuse.
