I suspect it is true hull draft. My old 21 SE had a listed hull draft of 10" and it would definitely float in a foot of water.

Those 21SEs are great all around boats.

Is that a 21 or a 23 SE?

I had a 2001 21 SE for 10 years and ran it with a 150 (2S), I never had any complaints. Top speed was about 38MPH in perfect conditions, loaded. I tended to run about 25 to 30 MPH depending on chop.
