Fuel tank hatch removal

How is this hatch suppose to be removed? I'm going through the whole boat that I just bought (2005 2830). I found some screws going into the hatch from inside that rear bilge hatch, although some seem like they're blocked by a stringer, so I can't remove them all. Is this hatch screwed in all the way around and has to be cut out? If so, what's the point of having the hatch?

I noticed other 2830's have the same decks, but not sure about other 25 and 28 models?
 
The pie plates pry out. The center 1/3 of your deck is different than my 2520. It may have to be cut out.
 
I attached a picture in the original post but its not showing it, I think you have to click on it? I think most 2830's have the same deck. It has a seem all of the way around, so if I have to cut it, it'll be a really horrible design.
 
I had to cut it out. If anyone finds this post and is wondering how, DM me, I can help out.
