Help needed on Parker 2310 Bilge thru hull locations

Hi, I just bought a Parker 2005 Parker 2310 and the surveyor recommended I move the front bilge exit thru hull to well above the waterline. The boatyard I store the boat at doesn't seem to be too concerned about it. I am surprised that Parker would fit the boat like this. Any opinions? I've attached a pic and labeled the three thru hulls on the port side. IMG_20200816_125018133.jpg

two thoughts:
1.) If the previous fish box drain is not being used and permenantly replaced w/ the new location, I would pull the plumbing and glass over that fitting hole. Be done w/ that potential water intrusion.

2.) I agree w/ the surveyor: If you are going to go through the effort ( and cost) of reglassing that 1st fish box hole, I would move the forward discharge hole above the waterline ( as long as you are not disturbing the water flow and fluid dynamics of the forward bilge pump discharge).
