Yikes! That's some shady welding.

Is it a new boat? If so, I'd have some strong words with the dealer. Even if it's not, if you have the hull number you can likely find out who made that fixture (looks like a leaning post?) and bring it to their attention. Most of the time Parker outsources to local (NC) companies for their t-tops/leaning posts/welded fixtures; whoever made that might be more than willing to make it right, especially if their name is stamped on in somewhere!
 
Was that a rusty nail?
It was the drill bit that was used to make the weep hole. I bet it was near impossible to remove after it broke off. Mother Nature loosened it up and now good as new. It’s forgivable.
