Replacement of Transom Tie Down U-Bolt

If anyone could offer some help on my problem it would be greatly appreciated. I have a 2801 CC and had trailer work done. For some reason the shop felt the need to lift my boat off the trailer and snapped the Starboard tie down U-Bolt off. No structural damage and the bolt was flush with the transom. I don't see anyway of fixing this other than to drill through the fishbox for access to the broken part of the bolt, then do a fiberglass and gel-coat repair. Has anyone had to replace this tie down U-bolt?
 
Idiots, Its called a tie-down not a lift point. I hope they are footing the bill for that one.
You should have access to the inside. Can the box be removed to gain access?
 
No. Removing the box, if that's possible would be a bigger job than cutting a hole on the inside of the fish box to gain access.
