Cut the wires, pull that sucker off, check to make sure your core is dry, properly seal the core with epoxy around the screw holes and the hole for the wiring, and install a Blue Sea cable penetration. Then re-connect the wires with heat-shrink butt connectors and apply sealant where needed. You then have a protected core with a durable cable installation that will allow you to more easily replace the horn when it inevitably dies.

Search around here for projects related to replacing the pilothouse roof core, and think if you REALLY want to have to do that job down the road (its a %!*$#). The balsa core in the pilothouse roof is one of the areas on these boats most susceptible to rot.
