Holes in Front Window Frames 2520XL

Have any of you ever noticed if the lower window frames on your pilot house style boats have holes in them that looks like they left the screws out at the factory. The holes are at the bottom outside edges and are camfered like for a beveled screw head. I have added pictures with and with out the windows open. Thanks in advance.

could they be drainage holes in case of water entry into the frame somehow? :?
