Is an engraved HIN a concern?

So I'm looking at purchasing a 1992 sport cabin. I ran an HIN report and the boat is clean. However when I looked at the HIN on the actual boat it's not on a plate, but is engraved, from the looks of it by hand, on the transom. Is that something to be concerned about? I'm thinking that maybe they replaced the transom on the boat and hang engraved the HIN. any advice recommended.
 
The HIN is traceable and legal. You could go.to engraver to make an alumnum or stainless steel plate and attach with 5200. You might Google the current regulations for letter and number size, and location. Or ask law enforcement agency or a state boat registration agency, where the HIN should be located and specs. I had a sailboat with no HIN, made up one, attach plate to boat and police gave me signed paper work to take to license branch to register it. I think it was one inch high and block type font

I bought my 2320 new in 2006 and it's engraved nothing to be worried about.
