Live Well Scupper Drain

2013 Parker 21SE...while I was getting ready to paint the bottom I noticed the rubber flapper for the live well scupper was missing....not sure how long it has been missing...tho I believe it was there when I launched last year...my question is ....how does one replace the scupper assembly....I cannot see anything that holds the scupper in place tho Im sure there is a nut somewhere...Ive contacted the local Parker dealer...and they do not carry just the flapper...any help/suggestions is appreciated

Brent..the size of the rubber flapper is 1 7/8
