Questions about 23SE prop size and top speed

We just gotta new prop on my 23se with a T-top. Prop is a 17.

Loaded down at full throttle we got 5500 rpm and 37 mph.

At 4900 rpm we got 32 mph.

Engine is a Yamaha F200. Not sure what size prop we had before but I feel like top speed was higher, maybe around 43-44.

Do those numbers sound right and is 17 ideal prop for boat?
