Rocking reducer at anchor

I anchor in some areas that have a lot of boat wakes and as my Parker fares better than most but I was fooling around to make a bird like device to avoid so excessive rocking.
I make my own boat buckets and tied one mid ship it helped a good deal.
My question:
should I cut a 2 inch hole in bottom of bucket to help it sink and allow water to flow through or should I place a brick in each one to keep the bucket level and under the water surface ?
