Sounds like that loose seat issue is quite common. Problem is the head of the 1/4" machine screws they use is smaller than the hole in the seat base. They rely on a bead of silicone to do the work. The irony is that there is a warning sign on the shaft of the seat warning about injury in the...

Try West Marine epoxy thickened with one of their thickening products like microballoons...stuff is bullet proof!

The 3" round random orbital has always seemed to do the job, but if you want to want to get in close, there is a 3" wool pad for certain multi tools as well.

Factory did a very good job finishing PH interior gelcoat......glad I skipped the carpet
