I seen one where the guy uses the ladder bracket on the transom.

Tap it with a soft blow hammer and see if it moves in. Look inside to see if any hardware is missing or loose. Sometimes It's just the way they are. When it's assembled it's not an exact science when they trim off the excess.

Fuel tank condition/history is a big part.

Well that boat looks like it has everything already. All I can see that it may need is some electric trim tabs. I love the seafoam color.

Welcome! Keel guard was added. That rail will straighten right out. Someone was just looking for that rail. I like my high rail.
