I'm an idiot, realized there is no reason to even remove this panel. I was able to access the port thru-hull fishbox drain from inside the cabin by removing the carpeted panel.

Brent, Thank for the info. I spoke to Cecil Marine and they said that bin will not fit a '98 2310. They said that Parker no longer makes my particular bin. The bin I have is 15.5"x9.75" that tapers down to 6" at the bottom. Bin is 9" deep. Has only one found an alternative for storage in this...
