I have two fuel lines coming into the engine compartment. They both have an electric fuel pump and a small plastic bulb filter. They both run to a Racor, or whatever it’s called, filter then to motor. I recently bought the boat but just noticed that there is no gas in one of the bulbs. How many feeder lines are there from the tank?
 
I don't know inboards, but I would think only one line is required to provide fuel. It sounds like it set up to have some redundancy, which seems like a good idea.

Are the two fuel pumps wired to run at the same time? Maybe there's a switch somewhere that selects which pump runs? It would be good insurance to be able to switch pumps if one failed or the pickup in the tank became clogged etc.
