When I was using the boat this summer, I had a problem where even with the throttle advanced all the way, I could not get the tach beyond 5000 RPM. Normally, it gets to around 5700 and I do around 39-40mph. Seems like the fastest I was going was 25 mph. I changed the fuel filter and got no improvement.

Is there a VST issue I should get checked out?

is your bottom paint fouled with barnacles? have you changed your fuel filters recently?
 
Jim,

The boat is bottom painted and is in good shape. Because it is trailered, I have no barnacles.

I did change the racor filter and this did not help the problem.
