Loose Steering

I have a 2000 18' Parker with a 115 hp Yamaha on it. The steering has gotten really loose. Almost to the point where it's not responsive.

I had the fluid filled up this past Spring.

Could the fluid have already gotten low again?

Also, is there a way to tighten the steering by adjusting the steering cables?

Nope ... runs on the fluid only.
