I have a 1991 25se,had to replace fuel tank, and most of the floor.

38mph top speed seems slow. Check with your dealer if the prop you have is for a 250. I had a friend with a slow boat with correct rpms but the prop was for a 200hp.got the right prop and gained 8mph

A 225 is not enough motor for that 25SE.i had a 225 on my 1991 25SEand burned fuel like crazy because you had to run it so hard. I now have df300 on it and it makes a world of difference.i get over 3mpg most of the time running at 4300 at 32mph.The boat performs much better with more hp.

he is turning 5400 with his current prop,so a prop with less pitch will give him more rpm at wot and maybe a better hole shot. It also depends on what make and brand prop he has .a dealer is known for throwing on any prop that fits. more info and prop info would be helpful.also dealers like to...

a 17 pitch should help and give you about 400 more rpm's.A 4 blade prop might help even more for hole shot.
