2510 transom bait board with Drawers

Hello My name is George my buddy recently bought a 2007 2510. He built this bait / storage board. He wants to mount it to the transom. The bait board weighs about 65lbs. He want to raise it up about 8-10 inches off the top of the transom. Problem is there is no was to thru bolt and back plate it because of the fish box. Has anyone done something like this. Any suggestions would be great. Here are some photos. Does anyone know if there is room for a backing plate underneath where the pvc pipe is sitting in picture 2&3. I was thinking of drilling a hole in the fish box and putting an access plate but I don’t know if there’s any room even after I drill it for the backing plate to fit any info would be greatly appreciate it thank you
