Flounder fishing

Tried drifting for Flounder w/o much success. No drift. When all else fail, power drift. This picture was taken about a week ago.

Where was that picture taken? I can vaguely make out a shoreline in the background, and am wondering if you off the northern NJ coast, and the shoreline is Brooklyn and NYC?
