I live in Newport News and it was a new boat. When this happened there was alot of questions about the qualifications of the crew and that it was a fireboat not a firesubmarine. I don't believe there is any advantage on trying to sneak up on a fire from underwater.

Looks like an ACB (aluminum chambered boat) by Metalcraft Marine.
Very popular with fire departments that have the budget dollars (or grant money) that can afford them.

The AA County boat in the link below is berthed a couple of miles north of me. Annapolis City FD owns one too.
