I have the 23DVCC with the same anchor locker. When you have your chain and line attached the wieight of those keep it from swinging around. At least with mine. Don't overthink this! The design is just fine.

Maybe I should have explain this better (sorry). The "long" stem of the anchor doesn't move much - the chain/rope is secured to the anchor. It's the "triangle" sections that moves when hanging upside down in the locker. In the process the small "rectangle" pieces actually scrape against the inside lip of the anchor locker. I can wedge a small sponge between the "rectangle" and inside lip, so maybe it will help keep the "triangle" sections more secure.

I had the same problem of banging with my Parker 21SE which I believe has the same anchor locker. I use the same style anchor. What I did is first I cut 2; 4-5 inch sections of old garden hose and slipped them around the outer flukes? of the anchor. This seats the anchor into the slots real well. The second thing I did is I cut a piece of a camping sleeping pad approximateley 6-7 inches wide by 1 foot long maybe a little longer (like a closed cell foam or sponge but very durable). This "sponge" is folded over the part of the anchor that would bang occasionally in the locker. The 3rd thing I did is the garden hose created a slightly wider diameter to the slots for the flukes which made it a little bit of a problem turning the hasp. So instead of turning the hasp I simply use a short 10 inch shock cord throught the hasps so the will not open. I hope that makes sense. :shock: I can post a picture if you would like. I've been using it this way since I bought the boat in 2000. Never have a problem of any banging and its a cinch to get the anchor when you need to.

Sorry, I didn't understand. I have never had this issue. I think part of it is that my locker is full of line (200 feet) with thirty feet of chain, so when the anchor goes in, the shaft angles back toward the stern, whick keeps pressure on the flukes so they pretty much hang straight down, even though the shaft is angled back.
