My 2005 2820 lost nav / anchor lights. I changed the bulbs and switch. Still no juice. Jumped the breaker poles with a scrap wire and got lights. Seems like the breaker is bad. Question: does this sound like a good diagnosis and if so, how do you remove the breaker. No room to turn the back of it and the rubber cover on the front does not want to come off. I'm pretty sure it is the factory standard panel. Any ideas ?

Sounds like you have a short some where and the breaker is probably doing its job.

You jumper wire is keeping it from doing its job.

Have you taken the lights apart and checked for corrosion or contacts touching?

A little hard to diagnose online but you need to eliminate all the variables first.
 
Another quick option is to pull the load wire off the breaker and see if it will reset. if it still will not reset, then it is the breaker. If it resets its in the wiring
