Just to piggyback on CapeCodFrank's post, I just looked at the NJ Saltwater Fishing Regs and NJ anglers also have to register. To register, you go to the same link: www.CountMyFish.noaa.gov
The odd thing I found in registering is that rather than asking you for your ss# or other ID, they ask you for a phone number to contact you. I guess they may call registered fisherman and ask them for data. Depending on the type of fishing you do and where you do it, first review the list informing you whether you need to register or not.
