I think I'd try Barkeepers Friend or Chlorox Soft Scrub first.
Apply it with a sponge... let it sit for awhile... rinse.

If that doesn't get it, we can try something a little stronger.
 
Bar Keepers Friend...found at Wal Mart for about $1.25 a can.

Get the parts wet, wet a car wash mitt, sprinkle BKF on the mitt to make a paste, and work the paste onto the stain. Let sit for about 15 minutes and rinse off. Stain gone...guaranteed.

Marykates On/Off Be very careful handling it, as it is an acid.

Starbright has a stainless cleaner and polish that I used on the tow hooks an the rest of the stainless on the boat.I also bought a small stainless brush (looks like a toothbrush) It worked fine.I also bought some Flitz which worked equally as well.
