The Masterlock Keyed Alike Trailer Lock Set satisfies my trailer security needs (except for the spare tire which I carry in my vehicle or leave in my garage at home).
One lock for the trailer tongue when home. When I trailer, I remove it and install the hitch lock on the trailer to keep it on the townig ball and the other lock goes to secure my towing insert in the receiver under the rear bumper.
For just less than $50 it might at least annoy the crooks for awhile. I realize the tongue can be unbolted, burned off with a torch, etc. but maybe the bad guys will go to the next trailer if theirs looks easier to nab.
