Does anyone know about how much it would cost to make a normal bow rail taller (aka west coast bow rail)? Or would it be cheaper to just have a new one made from scratch?

Find a local welder for an estimate. This is a simple job and it will certainly be less money to modify your existing rail. In both cases you need to remove and reinstall the rail so the difference is extending the existing legs a few inches vs. bending and building an entirely new rail.

I'm a hobby welder but pretty good at it. I couldn't imagine trying to extend a standard bow rail to stretch it into a West Coast style. The actual cutting and welding wouldn't be all that bad but the grinding/sanding/polishing the finished product to make it where the welds didn't show would take countless hours of hard work. The finish work alone would probably cost more that a new rail from Parker.
