I'd check what type of bottom paint it is, either epoxy based hard or soft/ablative. May be easier to get him to give the name/brand and do your research.

If it's hard, you can sand it down and put a nice smooth coat of hard on top that will look pretty good. You can change colors without much problem either.

If it's soft (especially ablative, which wears away over time), the paint is very tough to top coat with anything other than more soft/ablative. Chances are you will have to touch up every year or so to keep it looking decent.

Another consideration is the amount of time the boat can be left out of the water, some paints can only be out for a week or so before they lose their effectiveness, not that this would be a problem for you.

Bottom paint also has the advantage of sealing the hull, and makes underwater repairs much cheaper and easier to do.
