2004 225F Yamaha rotted exhaust elbow

A freind of mine just spent $3600 having a rotted exhaust elbow replaced on his '04 225F. How common is this problem and is it caused by not flushing?

First I heard of it, where is the elbow located? Is it cast iron or aluminum?
