Dual station steering fluid filling

With a dual station hydraulic steering system. Do you have to fill both helms seperately or can you fill 1 helm and work the fluid through the entire system?

The lower station gets a sealed fill plug. The higher station gets a Vented plug.

You fill the system from the higher station. Just keep turning the wheel Lock to Lock.

That will burp the air out.
