I have a 99 21 se I just purchased and wanted to reseal all the screws on the transom. On the trim tabs the screws are very tight. I didn’t even bother going any further.

Does anyone know if the tabs were standard on a 99 21se and if they used 5200 or some type of sealant on those screws?

I’m trying to make sure all the screws on the transom are sealed.
 
Not sure if they were standard back then or not but regardless try a heat gun (and some patience) as it works pretty well at breaking the bond of sealants like 3M 5200, etc.
 
If I am picturing this correctly, you have the hinge plate to spread the impact, so you might try an impact driver to loosen them, but don't go all Chuck Norris on it. Start with a rubber mallet, and make sure the driver is set to counter clockwise. At least, there appears to be a sealant there.
